Bandipora, Nov 14 (KNO): A 35-year-old pregnant lady from a remote village of north Kashmir’s Bandipora district gave birth to a baby in the hospital compound at district hospital Bandipora forcing the authorities of the district to order a high level inquiry. The relatives of patient alleged that the patient was denied admission on time for being a Covid-19 positive. Family members of the patient told the news agency—Kashmir News Observer (KNO), that the 35-year-old pregnant woman from Vawan, a remote village, was taken to the District Hospital Bandipora after complained of labour pain during which she was asked to go for Covid test after which her tests came as positive. They said that the doctors present in the hospital refused to treat her and instead shifted her to Hajin Covid hospital- around 35 KMs from the District Hospital. She was writhing with pain and she couldn’t bear it. “She delivered the baby in the hospital compound,” the family said. They demanded action against the doctors and hospital staff for alleged medical negligence. Deputy Commissioner Bandipora, Owais Ahmad told KNO that he has issued show-cause notice to medical Superintendent and Medical Officer DH Bandipora who were on duty. “I have also constituted a committee of officers headed by ACR to enquire into the matter and submit report within weeks’ time,” he said. Chief medical officer Bandipora, Bashir Ahmad said that a show cause notice has been issued following the incident. The show cause notice reads “Whereas it has come to the notice of Higher Authorities that a Labor patient (COVID-19 Positive) who was fully dilated was brought to hospital today on 14/11/2020 at about 11:00AM.” “Whereas Doctor on duty has adopted inhuman act & without considering the sensitivity of the case, referred the said patient to CHC Hajin designated COVID-19 Hospital. Whereas the said patient delivered within the premises of District Hospital which is a matter of concern & it reveals negligence on the part of concerned Doctors,” the notice reads. It further reads that, “whereas in case the concerned Doctors would have worn proper Protective gear they may have conducted the delivery of the patient & this seen would have been avoided,” the notice reads. “Whereas there are two consultant Gynecologists & one Medical officer possessing MCH degree posted at District Hospital Bandipora & had they adopted SOP's nothing would have been happened with the said patient. Whereas the issue has also been highlighted by Social Media & the Department has to cut a sorry figure.” The notice reads: “Whereas it was also reported that neither Dr Fancy Bulbul Gynecologist nor Dr Inam ul Haq Medical officer (MCH) was present & it reveals poor supervision & monitoring on your part which has been viewed seriously by the Authorities.” The notice further states that therefore, “you are asked to explain your position within 24 hours positively as to why action shall not be initiated against you for declaration of your duties & in the meantime you are directed to Submit action taken report against the concerned doctors.” Medical Superintendent DH Bandipora, Bashir Ahmad Teli said that they have constituted a team of three senior doctors and a pharmacist to look into the matter. “The team has been asked to submit its report within 24 hours. “We are verifying the negligence part. If anyone is found guilty he will be dealt with strictly,” he said—(KNO)
